You will be able to play in game at your desired resolution in 4:3 stretched while maintaining 16:9 (or whatever your default is) while you're tabbed out/not in CS:GO! If you're also experiencing the issue where no matter what you do, you get black bars in CS:GO while on a 4:3 resolution, just follow these steps. Ever since I upgraded to windows 10, then reformatted, and installed windows 7, I haven't found a fix for being able to play 4:3 stretched on my laptop - until now.
